[Re-Titled by Host]I was having this same problem. What I ended up doing was turning on the key chain on my iPad.( the device I was trying to use to approve my iPhone.) I was then asked to go on to another device to approve my iPad. At the bottom of the screen it had an option and blue text that said cannot approve this device. I clicked that and it asked me if I wanted to reset my encrypted data and I click to reset. It warned that it may delete all my passwords and everything that go along with the keychain but I hit reset anyway. Then with my fingers crossed I turned the key chain on my iPhone on. It asked for my passcode and then said I needed to approve my device. This time I was promoted to approve the device by entering my password on my iPad. Problem solved. Oh and by the way all my passwords etc. where still there.
YOU ARE SOOOOOOOOOOO GREAT!!!! After a week, my friggin Xs is FINALLY...FINALLY...FINNNNNAAAAALLLLYYYY approved doing this and everything is still the same!!!! Apple reps couldn't even help me, espcially since they no longer allow you to turn off two factor!! You're a gem!!!! 😍
I'm having the same problem on my iPhone. I have entered my apple ID and then it asked the passcode used to unlock the iPhone, so I entered this. Now I am stuck on the "approve this iPhone". It says go to one of my other devices so I went to my macbook but no message popping to approve this so I tried logging into my apple id via website, still nothing. How can I approve this! So frustrating.
This works! After trying over and over, I found this post, and tried it, and it works! After a month of not being able to get this done, it's done, and the notification is gone, and both devices are connected to iCloud. Thanks so much!

I too have this exact same problem, entered code from phone on macbook and yet my phone is still waiting for approval?? tried several times and for good periods of time! have you resolved yet?

I have no option for "tap Approve with Security Code".
