Can I make or assigned shortcut for the flashlight? Like double click on the iPhone lock button or something like that ?

Even your "double click on home button" thought in your original post requires two finger movements.

well the action of wake up the iPhone and scroll up the annoying control center and then press the flash light is pretty long , i want to make a shortcut even when the iPhone is off just double click on some button and then the flash light will be on. i remember 4 years ago that i had jailbroken device and there some tweak in it when u press the lock button twice the flashlight was active.
Just pull up the control centre from the bottom of the screen.
Swipe up on the home screen to reveal Control Center. Then tap on the flashlight icon to turn it on (or off).
