I finally found the solution: I disinstalled the software "Logitech Options" and my USB hub is detected again!
I installed the Logitech software since I am using a logitech keyboard but the keyboard is perfectly detected also without such software.

Thanks for your time BDAqua!
The System report shows two USB2 bus and one USB3 bus. The USB3 bus lists all the usb devices connected to the MAC but not my USB HUB which apparently is not detected.
To be sure, i tested my USB hub on one MS Windows PC and it works perfectly.
This is the report obtained from the console with the command system_profiler SPUSBDataType:

My external USB hub (that, by the way is a USB3 hub) is connected but, as you can see, is not detected.
I have also to note that an hard disk connected to the external hub is randomly mounted (it only happened a couple of times) and is shown under the second USB2 hub (Product ID: 0x0024)
Aren't we drawing 598 mA where 500 mA is available?

Unfurtunately I do not think that this is the problem:
If I remove the device (logitech camera), the external hub is still undetected:

Is this a powered hub or not?
Yes, it is a powered hub
Have you tried resting the SMC and restarting?
Yes I did and I also tried to reinstall the OS X but it does not work
What shows in System Report>Hardware>USB?
Is that even without anything connected to the Hub?
Yes: I disconnected all devices from the bus and the hub is still not detected
Will it show connected to the USB2 bus?
Yeah, but I think I'm stumped. 😟
Not sure what Logitech Options has to do with the USB hub. I have the same and no issues but glad it worked for you.
