My Girlfriends’ father just died and she has parental controls on her macbook and NO ONE knows the password, how can I disable parental controls without admin password?

If File Vault is enabled, you might be able to reset the password. Under the heading:
Reset using the Reset Password assistant (FileVault must be on)
Change or reset the password of a macOS user account - Apple Support
(the biggest problem are the time restrictions)
you can't unlock it without providing administrative credentials from an admin account on the local system.
