Cant find personal hotspot feature

Be certain that your cellular carrier supports Personal Hotspot, and, if so, that you have it enabled under your particular plan with your carrier. Often the carrier charges extra for Personal Hotspot.

Settings → Cellular → Personal Hotspot.

Also, Settings has a "Search" feature, on the top, you'll see " Settings", if you type any keyword there, it will show you where those settings are and give you quick shortcut to them also.
