Providing a death certificate, Can Apple remove icloud account from a deceased phone?

I had the passcode and i erased the device (iphone6) but after that its asking me to enter the email associated/linked and password which i dont have.

If you have an Apple Store near you then you can do it there or otherwise contact Apple Customer Service (call AppleCare and ask to be transferred). You do not need to contact Apple legal and you do not have to be a family member or relative. If there is an executor of the estate get them to help you.

If you mean "claim" the iPhone, you would probably have to contact the Apple legal department.

If you have a lawyer who has handled the estate, you should talk to him/her.

Apple may also requested in addition to the death certificate, proof that you are a family member/relative and Apple will, probably, also ask you for the original sales receipt for the iPhone as proof for original ownership.
