You cannot. As the article you attached states, Low Power mode is only available on the iPhone.

That is incorrect, actually. The iPod 6 DOES include Low Power Mode and the new iPads DO include Low Power Mode. Examples of iPad: iPad Pro.

There is no "Low Power Mode" on an iPad Pro, or any iPad.
