What is happening? Is safe mode actually starting to load the OS or is it freezing during a particular coloured screen? Any dialogs or error messages? Information helps us help you.

Try Apple hardware test or diagnostics…

How to use Apple Hardware Test on your Mac - Apple Support

Run AHT with loop mode to make it repeat the tests (cmd+L to enable loop mode).

Use Extended & normal modes.

For Diagnostics you can rerun the test to see if any error appears after the Mac warms up.

NVRAM or SMC resets can help some situations…

Hi there,

I also had this issue myself and after trouble shooting for the entire day I was able to boot back into the OS.

I followed all the steps you have here plus I ran an extended apple hardware test that took approx 30 min. After this was completed I shut the system down.

Finally, hold the OPTION key and press the power button. Once it shows your HD drive listed on the screen, then click on the your drive and hit enter. This seemed to correct my issue that resembled your issue here.

Hope it helps you.

Sincerely,

RobD.

I also wanted to add this step for anyone having trouble booting their Macbook Pro, once they can boot successfully into Safe Mode.

Step #1: Hold down "SHIFT" - Press the power button and keep holding the shift key down. Once you log in to your computer in safe mode - then go to step 2.

Step #2: Open up Terminal located in LaunchPad's (Other) section. Type the following into Terminal

diskutil verifyVolume [drive name]

This will ensure your drive volume is functioning properly and the system files are in the correct locations. It will also ensure that there are no corrupt files. If it finds errors then run this command.

diskutil repairVolume [drive name]

If you don't receive any errors then close Terminal restart your machine and see if you can now boot up properly.

These steps helped me fix my Macbook issue and I have successfully rebooted three times now and so far so good.

I was originally unable to get into Disk Utilities [CMD -R], unable to boot from USB or HD, constant Video issues, horizontal lines on the screen, pink / Blue screen etc.

I hope it helps you.

Have a wonderful day everyone.

Regards, Rob Dougal.
