How to file a claim

I bought an item from someone and it was basically broken. It was from an Etsy seller. I told her about it and she admitted to selling me a broken product and said she would make and ship me a new one, but after time passed and I asked questions about when it would show up, she said she sent it... The replacement never came. She said she has the tracking information and I *should* have the replacement, but of course she only has provided the tracking information of the original broken item. I asked if it could be refunded and she said sorry, too much time has passed now. It was bought at the very beginning of January and the broken item showed up at the end of January. So essentially I gave her money for nothing...


I paid with Apple Pay. Does anyone know how to file a claim like this?
