My old iphone 5s has been broken for quite some time but I now need the photos off of it and do not know what to do. The screen is not attached to the phone and it will not turn on, charge, or register as a device when I plug it in. Any idea how I could get my pictures back?

If the phone cannot even be powered on, there is no recovery of anything from the device itself. Hopefully you have the photo's in an iCloud or iTunes backup, or archived to a pictures program on your computer or in the cloud somewhere (Dropbox or google, for example).
Hi! So update, the phone has turned on. It vibrates about every 5 seconds because it's plugged in and charging. Now, itunes will not allow me to access the phone because it has a passcode. The touch screen is broken. Any ideas how to manually unlock the phone?
Again, you cannot. The only way to unlock it is by entering the passcode via the touch screen. Without a functioning touch screen for input, there simply is no unlocking it. So there is no backing up or reading data from a severely damaged device - that needed to have been done before it was damaged and incapacitated.
Retrieve them from your latest iPhone backup. You may restore them from there to your replacement iPhone.
