I'm afraid this is a user to user forum, so no one here can do anything for you.

Have you tried to contact your wireless carrier and see if they can block the number the calls are coming from?

It's not a perfect solution but i've gotten so sick of telemarketing calls on my cell that if I don't recognize the number I don't answer the phone.

You could also try to call Apple and see what procedures, if any, they have to deal with app issues

Michael, thanks for posting this, I did not know this app existed. I took a look at it on the App Store and was dismayed to see apps like that. With all the telemarketers these days we need the opposite, not more junk calls.

I went ahead and provided feedback to Apple at https://www.apple.com/feedback/iphone.html

However while they read all feedback I am not sure if they will take action. You could try blocking the phone number if the prank calls are coming from the same number. The paid version of the App is able to spoof the phone number so blocking may not do you any good. Hopefully Apple will take action.

Edit: you might also consider the App "Nomorobo" which may help blocking.

Apps like this do appear to be in violation of App Store guidelines:

https://developer.apple.com/app-store/review/guidelines/

1.1.6 False information and features, including inaccurate device data or trick/joke functionality, such as fake location trackers. Stating that the app is “for entertainment purposes” won’t overcome this guideline. Apps that enable anonymous or prank phone calls or SMS/MMS messaging will be rejected.

I would either use the feedback outlet - a link has already been provided in this thread - or contact iTunes Support and they can probably pass your message along: http://apple.com/emea/support/itunes/contact.html. It's too bad such apps were approved in the first place but hopefully they can be taken care of.
