How to add page numbers to each page?

Whenever I go to add page numbers to my 80-page document, each page number becomes #1 no matter what page it actually is. How do I fix this? It is a "page layout document" in Pages version 6.1.1. I have already tried all the other suggestions on Apple Support, but nothing works.
