Few weeks ago, I bought a 2 hand macbook air 13", I would like to get an apple care to protect it. But I only can get apple care $249. Can I buy it with student discount? I am a student, I would like to save some money.

Where did you buy this "second hand"? If it was NOT at an Apple store/online, then you cannot unless the product is still within the first 60 days of having been purchased new. Those are the new conditions:
Just called Apple today to purchase. The education discount on my 2017 13" MacBook Pro was $249 instead of the normal $269.
But once you include tax the total is...$269. Some discount.

I'm pretty sure you used to be able to, and it looks like you still can (https://www.apple.com/shop/browse/home/applecare/education), but when you click on any of the products to buy education priced AppleCare, it's a dead link. I suspect Apple discontinued the program, but hasn't updated the page to reflect that. You can find out for sure by visiting an Apple Store "genius" bar: https://support.apple.com/contact or calling Apple if you're still within the 90 days of free phone support.
