The iPad is a one-person, one-user device.
If you would like to not use AirPrint, do not use it. There is not a way to disable it, short of placing the AirPrint printer on a different Wi-Fi network from the iPad.

Hi RichardF. If you're using iOS 10 and you want to print to a pdf, instead of the printer, use these steps:
1. Tap the Share icon and select print. This will show the print preview.
2. Pinch open (apart) on the first page of the preview. This will show the preview full screen.
3. Tap the Share icon in that window to select an app to receive the document in PDF format.
If you actually want to disable printing, see this link: http://classroom.synonym.com/disable-printing-ipad-mini-18406.html. Unfortunately, you cannot actually do it on the iPad, but you may be able to configure the printer to reject connections from the device.
