Mac OS Won't Boot Into macOS Utilities

Hi. I have a Mac Mini that i would like to reload Mac OS on to give it a fresh new start. I've looked up how to boot into the macOS Utilities with the Command + R and also the other combinations and none seem to work. After the chime i have held in the combination but no Apple logo shows up or getting into the utilities. It just goes past the white screen into a long list of processes on a command prompt screen and then regularly launches into the desktop. I have used MacOS in the past with very old mac machines, but I am not all familiar with this machine. I am wondering if my keyboard is broken? I tried a standard Windows keyboard as well but that didn't work either. I've tried the command keys on both sides of the keyboard, still no luck. Does anyone have suggestions towards my small problem? Could i use a 3rd party utility to re-format the hard drive? Any help would be appreciated. I don't remember the specific OS version, i will reply to this post when i get the specific OS version.
