Double click the Home button and swipe Safari upwards. Go to Settings/Safari and clear History and Website Data. Open Safari and test.

Go step by step and test.
1. Delete Caches.db
Close all windows and quit all applications.
Hold "option" key down and click "Go" menu in the Finder menu bar.
Select "Library" from the dropdown.
Library > Caches > com.apple.Safari > Caches.db
Right click the Caches.db file and select "Move To Trash”.
Close windows.
Restart and relaunch Safari.
2. Disable Extensions and test.
Safari > Preferences > Extensions
Disable all extensions and test.
Enable Extensions one by one and test.
To uninstall any extension, select it and click the “Uninstall” button.
3. Delete com.apple.Safari.plist file and test.
Empty the Trash.
Quit all applications.
Hold the option key down and click the "Go" menu in the Finder menu bar.
Select "Library" from the drop down.
Library > Preferences > com.apple.Safari.plist
Right click on it and select "Move it to Trash".
Close the Finder window.
Restart and relaunch Safari. Click “Start using Safari” link at the bottom.
If this doesn’t help, “Put Back” the com.apple.Safari.plist
Right click on the Trash icon in the Dock and select “Open”.
Right click on the com.apple.Safari.plist and select “Put Back”.
Actually, while we can delete history, etc, and get the blue links back, Google is indeed testing different things such as the black links, different fonts, etc.
hopefully there will be browser options to let us use the colors and fonts we like.

duckduckgo.com ...a browser that is customisable. Also doesn't follow you all over the net.
I had the same problem on my iphone 7 safari browser. Deleted all my history/visited sites in the settings and all is good now!
This is actually on iPad. I don't think any of those apply. Thank you for the reply!
This may be associated with Google account.
Log out of Google account and test.
Deleting history did not solve my google blank pages problem on my 6 plus. I changed my search to bing but it still comes up blank pages. Please help
