Is it possible to upload pictures from ipad mini ios 9.3.5 to windows 10 pc?
synching says photos are there and won't upload them again. So i need to force the upload if possible.
The only items that went to the cloud were the new items.

Another way is to download a photo transfer app that uses an IP address that you enter on both iPad and your PC's web browser
On the host computer using a web browser, you enter the IP address and it links the Photo Transfer app to your computer or iDevice and you can transfer images back and forth.
Their are plenty of Photo transfer apps in the iOS App Store.
They all work similarly.
The only limitation is that these apps are somehat slow to transfer and you'll find you can only transfer a dozen to 2 dozen images in a transfer cycle.

Gowing straight to the compuer will be problamatic, but if you use a third party app or such it's easier.
There'd dropbox or another file transfer service. I often use flickr which has an auto upload feature you can set and then download them to your PC from either service.
