I have an IMac computer, version IOS 10.8.5, and the top row on my wireless keyboard - numbers and characters - is not working properly. I get what appear to be Greek characters and symbols. I have attached a different keyboard with number pad and can get the correct numbers but have no way of getting the punctuation marks.
This is what I get when depressing numbers from left to right: ăâêồ ̉~´ ̣đ-₫ĂÂÊỒ ̉~´ ̣Đ_+.

Try resetting the SMC 2-3 times back to back. Instructions for that reset are in iMac SMC and PRAM reset
If you or anyone else happened to have gotten any liquid in the keyboard then the reset won't work, you will need to replace the keyboard.

F key problems are usually totally different than those with number/letter keys. Better to post in the forum for your OS version than the one for your hardware.
I have the same issue except some of my keys simply do not function. My F1 and F2 keys don't work, the sound keys do other things (like scatter the open screens to the sides), etc. i just bought a brand new keyboard and it did not resolve the issue.
I'll see if I can figure it out and post a follow up, otherwise following for info.

That looks like the Vietnamese keyboard. Go to system prefs/keyboard/input sources and make sure you have only US on the list.
Open up System preferences and choose Keyboard. Make sure the little box is unchecked where it says "Use F1, F2, etc keys as standard functions keys." Then go back and try your function keys. Hope this helps.
