How does My Photo Stream work with iCloud Photo Library?

My Photo Stream uploads your most recent photos (except Live Photos) so you can view and import them to all of your devices. Photos are stored in My Photo Stream for 30 days. iCloud Photo Library uploads all of your photos and videos to iCloud and keeps them up to date across your devices. After you turn on iCloud Photo Library on your device, any photos that you add to My Photo Stream from other devices appear in the All Photos tab in the Photos app, and organized in Moments, Collections, and Years.

If you are referring to an iCloud backup, note that the only thing you can do with a backup is use it to restore a device or set up a new device. The contents of backups are not viewable at iCloud.com

If you mean iCloud Photo Library (a syncing service), you normally view them via the Photo app on any of your devices where iCloud Photo Library is turned on as they are the same as what is on iCloud.
