Now and then I want to close out the tabs at the top of the Safari screen. Too many open, and they become useless. I can't find a way to close them all except by tediously closing each one at a time. Is there a way to close them all at once, other than the "nuclear option" of Clear History and Website Data in Settings?
not really, this is one of those "hidden" features.
I think too many functions and features are hidden like this, like for example printing to a PDF, I don't understand wy Apple makes these features like easter eggs.

Agree. And not even available through Help or Search, as far as I can tell.
tap and hold on the tab button, then a menu pops up, tap on "close all tabs"

Thanks for the quick and correct response. Duh, I think I should have been able to figure that out myself.
As far as I can see, it's pretty obscure there, too. The last step of "View Two Pages Side by Side" indicates a way to close all open tabs. But, not an obvious place to look, I think.
