iPhoto app in earlier Mac OS had the edge blur tool in editing to blur and soften edges. the new Mac OS X photo's app only has a vignetting tool to darken edges. Edge blur was a very important feature that was omitted from the photos program.

Sorry, I misunderstood your question and thought you were asking for an edit tool to blur selected edges in the background. I've never used the effect, that will blur the complete image.
You could use the NIK-Collection plug-ins to blur the image. It lets you add motion blur or lens blur (Analog Efex Pro).

Do you mean a filter to soften all edges, or a brush to blur selected edges?
Neither is available in Photos. It has a basic set of adjustments like iPhoto had, but is is a far cry from Apples professional photo application Aperture. You can call other photo editors you have installed using the "External Editors" extension. This will allow you to call the NIK collection plug-ins, that can now be downloaded for free from Google: https://www.google.com/nikcollection/
Or use Affinity Photos, Pixelmator, and other editors as phot editing extensions from Photos.
"Make Key Photo" features are missing in photos
You can set key photos in standard albums and person albums, but not in smart albums. Select a photo in the album, ctrl-click it, then select "Make Key Photo".
iPhoto 09 .when you click the edit button, you have a feature called "effects" along with adjust, crop etc.. click the effects button and you open box for "edge blur", "vignette", "boost color" and many others. the new photos app only allows vignetting using light adjustment without the blurring around edge feature. I see many other complaints on message boards regarding this missing feature. thanks for the reply, but we are hoping Apple decides to add in future updates.
Which version? I'm looking at iphoto v9.6.1 and there's nothing like that.
