That depends on your definition of "FM receiver." I have an FM receiver (several, actually). It the real world an FM receiver has an RF component that can receiver FM signals, down converters that can produce audio output decoded from the FM signal, an antenna to receive FM signals, a connection to an audio reproduction source (e.g., speaker), and a means of tuning the FM band to select stations. Except for the RF component, the iPhone has none of those. It uses a multi-purpose RF microcircuit that provides for cellular communications, Wi-Fi and Bluetooth. It also can also decode signals in the FM band. But there is no way to get a signal into the chip to decode (an antenna), no way to tune the FM band, and no way to get audio out. So there is no way that any reasonable person can say that an iPhone has an FM receiver built in.

The iPod Nano that they just stopped offering had an FM radio in it. I love that thing -- and lament the fact that I'll need to find a small radio somewhere in the near future. The little square nano that I have was perfect! I might try to find one somewhere because the iPod Touches are just too big to haul around -- same as the phones. Between the phone and the fob for my car, my pockets bulge, and it's just out of hand!

Search for yourself or read FCC chief wants smartphones’ hidden FM radios turned on, but won’t do anything about it - The Verge and many more like https://www.macrumors.com/2017/02/16/fcc-chairman-fm-radio-activation-smartphone s/

A chart on the last link shows that of the phones with FM receivers 94% are iPhones. Apple, and many others, just doesn't want you to hear something they can't track to slice and dice the data to 'enhance your listening choices'.

Or move to Mexico, I believe it's the law that if the phone has an FM receiver it has to be activated.

No, I didn't know either.

Why would Apple care? There are hundreds of apps that Apple can't track that provide music. Apple would have to activate the chipset, provide APIs in iOS for input/output and would have to add an antenna which would add size to the iPhone. If they were forced to activate it they would probably follow the same path for an antenna that they did with the Nano, the cable on the headphones becomes the antenna. Of course then you can't listen with AirPlay or use Bluetooth headphones to listen. I seriously doubt there is anywhere near enough demand for this feature to make it worth their while to do so.

Ah, the famous urban myth of the "hidden FM receiver blocked by the evil conniving right/left/regressive/progressive/whathaveyou cabal". Old or older than the iPhones themselves.

I can tell you with 100% certainty that Mexican iPhones such as my i6+ do NOT have FM radios. And all those "Gratis Radio FM Estaciones Mexicanas" are just customized apps that "tune in" to said stations' Internet streams thru your 3G/4G/LTE/Wi-Fi link.

Whether or not the chips have an FM receiver is completely irrelevant if those receivers don't have a connection to an antenna. Which they don't on an iPhone.

You can have your conspiracy theory. I'll go with the idea that FM radio is a ghastly mass of advertising with an occasional song or traffic report thrown in and Apple would rather not be associated with something like that.
