ihad paypal put on hold(my request) until i solved a mysterious bill (now all is fine) paypal insists my itune aps are not blocked on their end. But the app store is blocked any ideas?

my itunes and app store is shut off now as of 2 weeks ago. I had pay pal put it on hold because of a mystery bill. I turned out to be fine. now paypal is not supported on apple end or one trouble app end. Paypal is insistant they are not blocking. Apple hasn't helped me .I don't know where on my phone to turn it back on. Any ideas? frank😕

If you had PayPal block use of your PayPal account, then you burned that option as a payment method. Once the system is denied access to a registered payment method, I think that it becomes no longer acceptable as a payment method in the future. The same would likely be true of a credit card from which the system was denied access.
