I desperately need to recover old photos via iCloud from a backup before Dec 2014. We were burgled on 1 Jan 2015 and all my backups were lost and the iCloud recovery didn't work. Somehow my old photos need to be somewhere? Is there a contact at Apple?

1. If you turn on iCloud Photo Library on your device, your photos and videos are already stored in iCloud, so they aren't included in your iCloud backup.
It may have been a back-up, but that was all stolen. I was sure however that it was on iCloud. Some of the photos sporadically come through, which makes me think they are on some old iCloud backup that Apple would have? Thanks!

I went onto iCloud.com to check. If I go on iTunes it shows that there are backups made to iCloud, but I cannot see it there.

You need to determine whether your photos were part of a backup or an iCloud photo library. Did you have iCloud photo library enabled on the device you lost?
You may want to take a look at iCloud.com, if you don't have any backups your only hope is that you had iCloud photo library enabled and if you did you will see the photos there.

Unfortunately, you need some kind of backup to recover the photos, if you don't have one you are out of luck I'm afraid.
