I'm having the same problem. My iPhone 5 was tucked away and I just transferred it over to a family members number. I get the same message when trying to update. Did you resolve your issue? Thanks!
If you are seeing the exact same message, that you cannot update to iOS 10.2.1, that is because iOS 10.2.1 is no longer being signed. If you are trying to update an iPhone 5, it will support iOS 10.3.3, and that is the only iOS you would be able to install on that device, whether you try OTA, or with iTunes. With iTunes, you would need the latest version which is 12.6.2, and that requires Windows 7 or above, or OS X 10.9.5 or above.
Thank you Chris. The message I am getting is the exact one above, stating unable to verify because not not connected to the internet. I tried OTA and iTunes. The iTunes version may not have been up to date when I tried the first time. I will check that this weekend and try again. Thank you for your help!
Connect your iPhone to the internet using wi fi.
You will have to do the update via iTunes rather than OTA. Clearly the OTA process is having issues.

Can we assume you obtained the 10.2.1 file from somewhere other than Apple? There is no way to upgrade to iOS 10.2.1. You can only upgrade to iOS 10.3.2.
You should update the device via iTunes on a computer. Clearly, there is an issue with the OTA one for you at this time.
