Block YouTube in Chrome, Safari

I have a customer who wants to block all access to YouTube in all browsers. Their child has to have Chrome for some school work, so Parental Controls doesn't cut it since it only blocks Safari. I can use extensions like Block Site for Chrome, but it doesn't block embedded videos. So, if you use something like DuckDuckGo.com you can watch the videos there.

How can I block something like YouTube for all browsers? Does something like NetNanny do this?

Whatever we use the customer should be able to turn off when the child needs access, then easily switch it back on. Turning off for a set time would be great.

I think that they should go to System Preferences > Users and Groups > add a User account for the child and tick the box to Enable Parental Controls > Open Parental Controls and and Choose Allow access to only these websites. There is a + button to add additional websites that might be required and a - button to remove sites. I don't think that Search Engines should be added as that would defeat the point. I don't know whether these Browser Restrictions apply to all browsers enabled on the computer.
