Create a symmetrical grid in Numbers or Pages?

I'd like to lay out a home improvement project using one of the Mac applications and want to begin with a piece of electronic graph paper. Can Numbers or Pages do this?

TIA for any assistance.

Something like this?

If so, it's easy in Numbers. In a table set the row height the same as the column width.

You can then place shapes over that:
