Why is itunes robbing my money?

So I decided to buy this ring tone. I put my password and everything and waited for it to download, okay it finished downloading and the price was still there. But I didn't mind until I couldn't find the ring tone which I bought. But you know what the funny thing is: the amount that was charged was deducted from my balance. So itunes stole my money and didn't give me my ringtone. Another thing is that this the 3rd time it has happened. I'm starting to get annoyed and ****** at the robbery of my money which is never returned. :(

Use the https://reportaproblem.apple.com/ site to raise the issue with iTunes Store support. You can also discuss the earlier failures which you should really have tackled at the time. Note that ringtones generated in the store are a one time purchase. You obviously shouldn't have to pay if they are not delivered to your device, but once you do have them you need to transfer them to an iTunes library as soon as possible to make sure you're able to restore them to your device or any replacement at a later date.
