I purchased an Apple Watch yesterday at Best Buy, the sales Rep set it up for me. It worked just find for several hours. However, it won't come on now and I find out that it needs to be charged. Do you know if the charging doc suppose to come with the purchase of the Apple Watch? If not what is the cost ?

The Apple Watch Magnetic Charging Dock is only included with Apple Watch Edition:
An Apple Watch Magnetic Charging Cable is included with all models.
An Apple USB Power Adapter is included with Series 2 models, but not with Series 1 models. The USB Power Adapter is available to purchase separately from, for example, the Apple Online Store, along with other power accessories including the Magnetic Charging Dock:

The Apple watch comes with a magnetic charging cord when the watch is purchased. All of that should have been provided in the box the watch came in. Is it possible that you purchased an opened box device from Best Buy and that it was sold at a discount and did not include all of the accessories? Depends on what watch you bought.
The Series 2 Apple Watch should have a 5w charging brick and 1m cable in the box. Did you leave the box at the store?
If you bought a Series 1 Watch it does not come with a charger, but should come with a cable you can plug into any Apple charger (5w or 10w) or computer USB port.
You can use your iPhone charger to charge the watch.

How long is it taking to charge?
Put it on to charge when you go to bed at night and it will be charged long before morning.
