When trying to connect to a wifi network, it doesn't show up ANY wifi networks! so I can't connect to any network at all because it doesn't give me the choice to....I have tried to enter my wifi network in manually, it then says 'scanning' and freezes.
Then it may well be a failed unit.
Try the following steps for the Apple TV 2 & 3, check whether things are working after each step where appropriate, before trying the next.

My wifi is working fine with all other devices, phone and laptop etc. And when I connect to the wifi on my phone, my neighbours wifi shows up, so there is wifi networks available. However my Apple TV doesn't show up any networks at all, it is completely blank....
Did you fully remove it, is there anything left in there, that sort of thing.
What do you mean? I connected it via Ethernet cable to the wifi router last night and obviously worked fine, I then took out the cable and tried to connect to a network, but still no networks show up for me to connect to.
Are you sure there is a visible network available for it to find?
I have done all these steps, and it is still not working. Any advice on what to do now?
Which Apple TV do you have?
It may be a failed unit. But if I recall correctly the 3 would switch off the wifi circuit when an ethernet cable was inserted, it might be worth checking the ethernet port.
