email from service billing Apple, is it a scam?

That is not from Apple. It is a phishing attempt, which is designed to trick you into disclosing personal information - potentially including your Apple ID, password and payment details - to a third-party.

You should not reply to the email, download or open any attachment, visit any linked website or enter any information there.
