Have seen online that this has been solved. Solution please? Have tried many options (delete account of person who's text always gives me error message, just enter the phone #) plus other options. Error message:

Was not clear. Have always entered the actual 10 digit number. Additionally have deleted the contact, have turned on/off imessage, (per AT&T discussion though the recipient does not have an iphone) have reset the phone and network settings, have done everything that every post I've read mentioned. Nothing has worked. Have even turned off dial assist (even though one post said make sure it's on).

She can text me, I can't even reply. I've never ever been able to text her. Always get the following error code:

+1 (1) (216) 116-11 I don't have trouble texting anyone else (iphone or android)

Were you able to figure it out? I'm in the same exact boat. All the "solutions" don't work. I've NEVER been able to text my own BROTHER. He can send me a message no problem but the second I reply, I get the error response. This has been going on for about 5 years now, we hand both changed phones since, same problem. So annoying!

Since this an old question I assumed you probably had the issue corrected by now however, I wanted to respond in the event that my experience could help another Apple user. I too followed all of the steps recommended, on first attempt I received the same error message. Before I attempted for a second time I went to contacts, groups, unchecked iCloud and suggested contacts. After doing so I opened text message and typed in the number I wasn’t able to text previously, Voila! It worked!
