Resetting security questoins

Hi,

I am trying to reset my security questions but I get a report that apple have too little information to do this? What's my next step. I currently can't make any purchases despite having the correct login and password as the system keeps asking for my security questions. This is the same on each of my devices. I am certain my answers are correct.

iPhone 7 Plus, iOS 10.3.2
