As stated above I received an email from "iCloud Payments <e55222_6537857_20@cbp.dhs.gov>" for a monthly ebay subscription plan of which I have not knowingly purchased. Thought it was fake but just want to make sure in case I have to cancel it over the phone and change my ID details or I can just ignore it.
Yes it's a fake, provided you haven't clicked on anything in the email you should be fine, they don't need any of your information to send you such emails.

and forward the email to reportphishing@apple.com and delete it from your computer.
