Why am I charged for 'internet browsing' by my service provider

I am new to my iPhone 6. I have turned off mobile data. I have turned off all mobile data on my apps. I have also turned off WiFi Assist. I have WiFi enabled. Why do I keep on being charged for 'internet browsing' by my service provider?

MacBook Pro, Mac OS 9.2.x
