View Account is not on the sidebar. It is a dropdown on the system bar at the top of the screen under Account:

What version of Windows are you running? What version of iTunes? You should see a Menu bar across the top of the screen. Try clicking on the "View"option on the left side to see if you have the option to Show Menu bar. You can also try clicking on the "Store" option to see if the menu bar will display when you open the iTunes Store.

Why iTunes on my PC doesn't look like yours . On the left side only have " file,edit,view,controls,store and help. Thank you !

OK, one of those should result in the Account option showing, and it's under that where you will see the View Account option.
