browser access with no device

If I activate 2 factor authenticate, how do i access iCloud with no device available?

iPad mini (Retina) Wi-Fi

You can use any phone as a trusted device, even your home land-line phone. In practice, unless you have a mobile phone that is always close to you, it's possible, but not very practical.

Thanks. That's what I was afraid of. I lost my phone once and had to use someone else computer/browser to find it. With 2 factor that is almost a lost cause. So it's either risk losing your phone or risk someone getting into your account. Not sure which to choose.
