Apple id

I created an apple id for my nephew on my laptop for him to use on his iphone. I can sign in and see account under "manage my apple id". However, whenever I try to sign in or he tries to sign in on itunes or app store, it will not allow him. It sends both of us to a section to called "review account". When we review and submit, it gives Red Lettered response "New password must not have been used in past year" and cannot proceed. Why can't either of us get in. It seems to recognize the account in some way because we can sign in under manage apple id. Just cannot seem to use the apple id elsewhere. What do I need to do? Thanks!
