User and Group System preferences are disabled

I have a computer which has two System Preference Pane's disabled, Users and Groups, and Profiles.

This is probably a result of a past misconfiguration of MDM Profile Manager. However, I can't figure out how to enable this again. I probably have to remove a file or two, but I can't seem to find them.

The computer has been upgraded to the newest version of Sierra.

Some help would be much appreciated.

I eventually fixed this by manually removing the profiles via the Terminal:

List all installed configuration profiles: sudo profiles -P

And then remove each one with (where com.apple.xxx are the identifiers listed by the previous command): sudo profiles -R -p com.apple.xxx
