Same here on iPhone 7. It seems to affect Safari and any app that has an embedded browser component (perhaps because it's using Safari's browser engine). Restarting the phone is the only solution that has worked consistentlay for me.
Have this problem daily.
Have to reset the phone with a hard restart. It's the only way to solve it. It also affects the mail app.
The phone is still working as web links still work but the webpages or emails are blacked out.
Tried all that, even restored my iPhone this morning and still problem persists.
