Payment info will NOT SAVE

I've tried to update my credit card info on appleid.apple.com/account/manage (on Chrome and FF on PC and Safari on a MAC, also on my iPhone) and when I click "Save" there is a little looping circle animation, then the save button just appears again. If I refresh the page, the old card is still there.

I've entered the credit card several times, tried other credit cards, no matter what, it won't save.

I literally don't know where to turn. Is my only hope to set up a genius appointment? How do I get help from Apple on this?
