I declined two-factor authentication, yet the red #1 flag still shows on y Settings Icon asking me to complete setting up two-factor authentication...want red #1 flag deleted

I don't believe it will go away until you agree to turn on two-factor authorization.
The red flag on Settings typically indicates an iOS update is available. I have never seen it indicate anything else.
You aren't paying attention then, depending on your phone/iOS version it will also come on to indicate that two-factor authorization is available.
Understood -- I've learned something. I've had 2FA enabled for so long that I guess I never saw that indication.
Yep, if you had it turned on prior to the 10.3.1 update you never got the number and the nag message. You should complain. 😉
