Can Apple Watch receive calls with out wifi but Bluetooth on

I want to know if Apple Watch can send and receive messages and calls when it is near the iPhone on Bluetooth but with no wifi around. Can I still receive notification if the iphone is not connected to wifi . Can I answer the calls through my watch with out wifi on in my phone but with in the Bluetooth range
