The question mark being blue means that you sent it, and it would appear that it went as an iMessage. For iMessage to be successful, both parties have to be using iOS devices, and both devices have to have an active connection to the internet. It isn't unusual for connections to temporarily fail. If the message was sent as a text, it would appear the connection to one or both of you had a problem. This has no indication of you being blocked. If you were blocked, the receiver would not get your message at all.

Hey, thank you for the clarity. Yep I'm deffo blocked but possibly by his gf and not by him so perhaps he didn't know and when he didn't get the 17:14 response, questioned his last message. But how was my 'question' sent as iMessage?
I don't believe this has anything to do with being blocked. As I said, for iMessage to work, both the sender and the receiver have to have a solid internet connection, or else the message goes as a text, as yours did. If you were blocked, you wouldn't see it goes as a text, it would just go and you would not receive any response whatsoever.
