I want to start to develop apps on my MacBook 2010, but the only problem is is that if i upgrade to the latest version of macOS (Sierra), the speed of my computer will slow down horribly and my Mac will become almost unusable. Now since I can't really run Sierra or El Capitan, will I be able to use Xcode 6 to write and distribute apps without any issues? Does Apple have a strict rule of having the latest version of Xcode?

To rephrase my last question, does Apple have a strict rule about writing and distributing apps with older versions of Xcode? If I ever wanted to distribute one of my apps that was written in Yosemite on Xcode 6, will they not allow it to be distributed to the App Store? Thank you for your time.
If you want to develop for iOS, yes, but you ought to fix your Mac. You will need to provide details regarding its hardware and installed software.
Whatever is causing its poor performance is almost certainly fixable, perhaps at little or no cost compared to buying a newer Mac.
Before doing anything else, please do the following so that we might be able to help you.
I suggest you use the program created by Etresoft, a frequent contributor. It will provide a snapshot of your system which we can analyze to possibly determine the cause of your problem. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
I installed Sierra on that model iMac with only 2 GB RAM and it ran just fine. Surprisingly well in fact, given the mythology that is so prevalent. However, I do not use any of the popular "anti-virus" or "cleaning" garbage products that seem to be so popular, and cause most of the problems reported on this site.
Still, 2 GB might be a little small, especially for Xcode, and more is usually better. You can use Activity Monitor to determine if your Mac's performance is being limited by available memory.

Ok, so if I wrote an app in Xcode 6 and wanted to distribute it, will Apple accept it or not?
How do you know your Mac will slow down horribly? Are you basing that on first hand knowledge or is it something you read on the internet?
I first tried the beta when it came out and then the public release when it came out in the fall.
What did you do to address that problem?
I downgraded to Snow Leopard with the install discs that came with my Mac and then just today I restored to Yosemite.
That's not fixing the problem, it's avoiding it.
So I'm guessing using Sierra and the latest developer tools will be my only solution?
Yeah my Mac only has 2GB of RAM and a 250GB 5400rpm hard drive so I guess I should just turn to buying an SSD and 2 4GB RAM sticks.
