I'm receiving a message. "Theres a billing problem with a previous purchase..." that is preventing me from downloading any apps. How do I delete that message?

The message means that iTunes wasn't able to collect the money for your last purchase and that you therefore owe iTunes for it, to 'delete' the message and be able to download things you need to pay what you owe : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support

Except nothing was purchased.
The app was not downloaded. The app was labeled as "Free" (with in-game purchases) and It was terminated when the app asked for a payment method.
In addition, my payment method is a "Money Card" funded only when I need to order something from the internet to prevent just this issue and even when I enter the security code the error message is requesting, it won't complete without funding the card.
Seems odd to me that if the app is labeled "free", why does it need payment info and funding?
It appears that unless I buy the game, I can't download any more apps and that makes no sense to me.
You've run up a debt to the iTunes Store and need to either pay it or contact the iTunes Store staff before you can download anything(other than podcast episodes) from it.
