iPhone contact appearing green when it should be blue?

if this is the only number that you're having issue with, then it is on their end, as they need to be connected to a strong wifi or cellular data connection in order to use imessage, if unavailable it will be sent as a text message.

It may very well be something on their end. They may have signed out of iMessage for some reason, or are using another device now (again, for any one of dozens of reasons). You should ask the recipient about it.
