It is very possible the download that you got was not the actual latest version of iOS. The current version is 10.3.2. Since you do not indicate what you were trying to download, that could be why it is failing. Go to Settings>General>Storage & iCloud Usage, then under Storage go to Manage Storage. Locate the iOS download and delete it. Then you can try updating OTA from the phone again.

Use the same instructions I provided to the OP, the ones that are marked Apple Recommended. That will allow for you to delete the update. The decision to update after that is yours. If you choose not to update, that is your decision.

Do what for an iPhone 4? That device hasn't had an update in years, the last update and the latest update it will run is iOS 7.1.2.

Are you sure that you have it downloaded to the device over-the-air? If so, trying to remember the older iOS interface, you should find it in Settings>General>iCloud & Phone Storage, then in phone storage. I'm not sure that is exact, since I'm not looking at one that old. Your best bet would be to connect the device to the computer and iTunes and update that way.
