Where can I find the Bluetooth Setup Assistant?

I need to find the Bluetooth Setup Assistant in Mac OS Sierra 10. 12. 4 because I need to connect the Bluetooth module from Sparkfun, BlueSMiRF. I can't connect the module the usual way inside System Preferences.

MacBook Pro with Retina display, OS X El Capitan (10.11.4)

Bluetooth setup often has to be initiated by the device you are trying to connect, not the Mac. Once you initiate on the keyboard/pointer/whatever, the device will show up in System Preferences/Bluetooth, and you can go through the linking process.

I found this confusing, also.
