can’t find an Apple ID matching the information provided

Hi, I just created a new Apple ID on the page https://appleid.apple.com/account, after typing in the 6-digit verification code I received from email, it jumped back to that registering page, and when I then tried to sign in in Apple Store, it said "password wrong", when I tried https://iforgot.apple.com/appleid, it said "We can’t find an Apple ID matching the information provided." How to solve this issue? Thx

P.S. I've checked the https address, and don't think the issue is due to a phishing site.
